G. Service for Government Information in Electronic Formats [Second Draft]

Goal One: To provide KY citizens with information about, and assistance with government published electronic products (computer disk & CD-ROM) and Internet-based resources.

OUTCOMES:

1. Off-site FDL users can receive government information and select files via fax and E-mail.

Assessment procedure:
Depository library counts the number of E-mail attachment software types listed on the annual KLA/GODORT Library Inventory.
Depository counts the number of E-mail and fax receipt acknowledgements on an annual basis.

Criteria for assessment: ___ % receipts acknowledged.

2. Document users can electronically link to other FDL's posted government electronic documents via their local depository's webpage.

Assessment procedure:
Count the number of document Internet source links to neighboring depositories.
Count the number of bookmarked document Internet sources on all document workstations.
Compare the depository's web links to EKU's "Link Inventory" for KVL, KVL Government Information, Monthly Catalog, and GPO Access.

Criteria for assessment: 100-percent of links maintained.

Goal Two: To give KY citizens unencumbered access to electronically-based government documents.

OUTCOMES:

1. Depository library users can access Internet document resources on unfiltered connections and at minimal costs for printing and/or file download.

Assessment procedure:
Count the number of access restriction and cost references, either posted in the service area, or cited in library policies.
Count the number of GPO-produced FDLP posters in documents area.

2. FDL users can locate and access standard E-documents within the depository's primary service area.

Assessment procedure:
On a library survey, ___ % of respondents will rate the location of the E-documents collection and its accessibility as "Satisfactory" or better.
Compare resource-to-service area distances cited in 1998 Depository Self-Study and record any increases.

3. Document users can quickly locate current and archived GPO "Electronic Government Information Products" list(s) via the GPO Access web site, and view specific titles.

Assessment procedure:
___ % of document users surveyed will rate computer response time as "Satisfactory" or better.
Count the number of "E-Product" titles entered annually on the depository's OPAC.

Goal Three: To impart the skills of independent use and self-directed research of electronic government documents with depository users.

OUTCOMES:

1. Document users can rely on updated "Electronic Pathfinders," produced by KY document librarians, to access the latest government information sources linked to the Kentucky Virtual Library.

Assessment procedure:
On a library survey, ___ % of respondents will indicate an awareness of KVL's "Government Information" source links.
Verify site information updates and determine updating frequency of source links.

2. Depository users can request staff mediated searches of restricted (to a single, unfiltered workstation) E-documents.

Assessment procedure:
Count the number of mediated search service requests, both print and electronic, received by documents staff.
Record total number of mediated searches per select period from the reference desk log.
