D. Institutional Support [Second Draft] (formerly, Financial Responsibility)

Goal One: [As applies to the host institution or library] To provide the human resources required to support depository library operations.

OUTCOMES:

1. Depository patrons and staff, as well as institutional personnel, will know the primary FDLP contact and program coordinator.

Assessment procedure:
All depository publicity references the contact person.
Count the number of PSAs produced each year, including web pages.

Criteria for assessment:
___ % coverage of contact information.

2. Patrons will be satisfied with the depository's complement of personnel.

Assessment procedure & criteria:
On a survey of patrons, ___ % of respondents rate human resources support of depository operations as "Satisfactory" or higher.

On a reference intake sheet, ___ % of patrons respond favorably to the depository staff's question on human resources support.

Goal Two: To provide supplementary (non-DLS) bibliographic resources and finding aids for enhanced patron access to and use of government depository information.

OUTCOMES:

1. Depository patrons will use selected supplementary resources and aids in their document searches.

Assessment procedure:
Count the number of non-DLS provided resources and aids.
Compare with number of DLS provided resources and aids.

Criteria for assessment:
Non-DLS resources and aids will range from 40 - 60 percent of total resources and aids.

2. Patrons will rely on both, depository and library provided resources in their government information searches.

Assessment procedure:
Documents librarian observes dual resources use during reference transactions and notes on desk tally sheet.

Criteria for assessment:
Use increases by minimum ___ % per annum.

On a survey of patrons, ___ % of respondents indicate dual resources use.

Patrons will gain knowledge of government information sources from a trained documents staff.

Assessment procedure & criteria:
On an annual performance review, librarian records a minimum, constant number of professional development activities engaged in over the period.
On a patron survey, ___ % of the respondents rate the librarian's knowledge and application of resources as "Satisfactory."

Goal Three: To provide physical facilities for housing depository collections and services.

OUTCOMES:

1. Assessment procedure:
Count the number of references to the depository's physical location in publicity materials.
Note increase or decrease in numbers from year to year.

1. Patrons will be satisfied with the facility's environment.

Assessment procedure & criteria:
Log patron complaints about the documents facility.
Record facilities-related concerns from institutional suggestion box.
On a survey of patrons, ___ % of respondents rate facilities and service area layout as "Satisfactory" or higher.

Goal Four: To provide financial support for equipment, technology, and document processing.

OUTCOMES:

1. Depository patrons can access new documents close to the time of receipt.

Assessment procedure:
On a survey, patrons rate the availability of new document acquisitions as "Satisfactory" or higher.

Criteria for assessment:
___ % of respondents give this rating.

Record the number of complaints on new document availability.

Criteria for assessment:
___ complaints per period require an action plan for improvement.

1. Patrons will be able to use functioning M/F readers, printers, photocopiers, and computer workstations.

Assessment procedure:
Count the number of vendor maintenance agreements on depository equipment.

Criteria for assessment:
___ % of total depository equipment inventory is covered by maintenance agreements.

On a survey of patrons, ___ % of respondents rate the functionality of equipment as "Satisfactory" or higher.

Compare computer workstations against FDLP "Minimum Technical Requirements" and ADA guidelines.

Criteria for assessment:
Number and specifications of workstations do/do not comply with guidelines.
