B. Bibliographic Control and Access [Third Draft]

Goal One: To develop a comprehensive, electronic union catalog of Kentucky federal depository library holdings which assures citizens of the Commonwealth of Kentucky the capability to identify and retrieve those federal documents, both current and retrospective, regardless of format, which are part of the Federal Depository Library Program.

OUTCOMES:

1. Each depository library shall maintain a piece level record of material received through the Federal Depository Library Program to enable document patrons to identify, locate and access government publications from throughout the Kentucky depository library community.

2. Federal government material will be identified by the "depository" and "date" stamps on each item and by their holdings records appearing in the main catalog for each library which will give document users the ability to access newly cataloged government documents soon after their acquisition by the depository.


ASSESSMENT MEASURES:

1. Record online circulation / browsing statistics and the date checking of in-process holdings.

Criteria for assessment: An examination of records of "materials received" reveal 100-percent of all document receipts are recorded.

2. Examine each depository libraryís holdings records for currency.

Criteria for assessment: 100-percent of the depositoryís document holdings are identified and date stamped.


Goal Two: To develop training materials for new depository staff with emphases on the proficient use of Federal Government electronic (i.e., diskettes, CDs, and web) resources.

OUTCOMES:

1. Depository staff will feel competent in assisting document patrons in using electronic resources.

2. Document patrons will be able to access federal government information in an electronic format quickly.


ASSESSMENT MEASURES & CRITERIA:

1. On separate patron and staff surveys, ___ % of the respondents in each survey will report that they feel competent in accessing electronic government information sources and conducting successful searches.

2. In a staff initiated search of electronic government resources, fellow staff members observe average search and access times of 10-minutes or less.
