Article IV. A. Goals & Outcomes of the KY State Plan for FDLs: Collection Development


A. Collection Development [Third Draft]

Goal One: To develop a flexible, comprehensive collection development policy.

OUTCOMES:

1. Depository patrons will have access to FDL collections developed on the basis of a written collection development policy.

Assessment procedure:

On a policy checklist, the depository librarian confirms the CDP's compliance with guidelines set forth in the FDL Manual.

On the Biennial Survey of Depository Libraries, the librarian responds in the affirmative to the question of policy existence.

On a policy checklist, the depository librarian confirms the policy's address of the three "Major Areas of Responsibility" and the eight "Priorities of Concern" as outlined in the FDL Manual.

Depository patrons will be able to assess their government information needs against the FDL's posted policy.


Assessment procedure:

On a policy checklist, the depository librarian acknowledges that the policy identifies major document collection areas by subject and agency.

The depository posts a summary of its collection emphases on its web site.

On a patron survey, respondents indicate their awareness of the depository's collection plan.

Goal Two: To ensure that area citizens have access to federally distributed documents that are timely, relevant, and format-compatible.


OUTCOMES:

1. Patrons of the depository will be able to access and use documents that are timely.

Assessment procedure:

On the Biennial Survey of Depository Libraries, the depository librarian confirms use of "weeding" and other standard collection maintenance practices.

Document Exchange Lists submitted to the Regional Depository Library comply with RDL guidelines for retention and weeding.

On a patron survey, respondents rate collection currency as "Satisfactory" or higher.

Criteria for assessment: ___ % of respondents indicate such rating.

Depository patrons will be able to access federal electronic publications compatible with their FDL's computer technology.

Assessment procedure:

Count the number of installation failures per year due to non-compatibility.

On the Biennial Survey of Depository Libraries, the librarian checks "Yes" to either Question 24A, or 24B on CD-ROM accessibility.

Patrons will be able to find government publications and other materials related to their research needs.

Assessment procedure:

On a depository patron survey, respondents rate the depository's collection relevance to their government information research needs as "Satisfactory" or higher.

Researcher verbalizes his/her satisfaction with the FDL collection when prompted by the depository librarian's follow-up, post-transaction question.

Goal Three: To forge cooperative selection and/or selective housing agreements among neighboring depositories and libraries.

OUTCOMES:

Depository patrons will have access to a larger selection of documents than would be available from one FDL.

Assessment procedure:

Compare selection profiles with closest FDL via Data Miner; note common and distinct collection areas.

Criteria for assessment: Overlap not to exceed ___ %.

On a survey, depository patrons will rate the FDL's item selection percentage as "Satisfactory" or higher.

1. Patrons will be satisfied with the availability of government documents.

Assessment procedure:

Criteria for assessment: Off-site item selection will constitute a minimum ___ % of total item selection by the depository.


On a patron survey, respondents will rate the availability of government documents as "Satisfactory" or higher.
